eng Everybody knows that Italy is the land of mafias. However, very few know that in Italy is the country of anti-mafia. Despite the efficient juridical countermeasures in place in Italy, such tools have not passed the country borders yet. For instance, the European Union lacks a definition of the crime of mafia association. Also, there is no legislation that rules the tracking of illicit money, the use of phone tapping as well as the lack of EU investigative parliamentary commission.
Such lack of countermeasures makes investments of money by criminal organisations into EU countries more tempting and it allows a silent infiltration into a variety of businesses and institutions.
In order to be properly fought against at a European level, criminal organisations must be identified in the first place and then snactioned and persecuted homogeneously in all 27 EU member states: a step that necessarily passes through Brussels.
ita L’Italia è il paese delle mafie ma anche dell’antimafia. Gli strumenti giuridici che hanno permesso il contrasto del crimine organizzato spesso non superano i confini italiani.
Manca ad esempio una definizione comunitaria del crimine di associazione a delinquere di stampo mafioso sul modello della legge italiana con l'art. 416 bis, manca una normativa per la piena tracciabilità del denaro di traffici illeciti, l'uso delle intercettazioni telefoniche e una commissione europarlamentare di indagine sulle mafie.
Lacune che rendono più appetibili gli investimenti nel contesto europeo ed il radicamento silenzioso del fenomeno proprio nei luoghi che si sentono tradizionalmente al sicuro. Per contrastarne lo strapotere economico le mafie vanno riconosciute e sanzionate in tutti e 27 gli Stati membri: una conquista che passa per Bruxelles.

eng In Santena, a town nearby the northern city of Turin, Italy, extorsion throws many families in a state of despair. Those who courageusly step out and denounce extorsion are left alone: mayor, priests, citizens. Nobody has to talk about mafia, although fires and phisical threats are a habit rather than an exception. In many areas of northern Italy too, organised crime and code of silence merge. However, the 416 bis - the crime of mafia association - is hardly applied.
There are no such charges occured in the region of Liguria - where an entire city council was recently disbanded - nor in the region of Emilia Romagna where the 'ndrangheta plays a mayor role. In the region of Lombardia, instead, about 100 people were either denounced or arrested in 2010.
In the province where the city of Santena lays, the operation "Bad boys" confirmed how rooted is the infiltration of organised crime in northern Italy as well. An illegal penetration that affects the economical and social level of the territory. Meanwhile, adults keep silent, but youngsters do not, and this is the real latest in the anti-mafia movement that is spreading in the north of Italy.
ita A Santena, paese della cintura torinese, l’usura getta nella disperazione tante famiglie nel silenzio. Chi ha denunciato è abbandonato da tutti, sindaco, parroco, concittadini. Di mafia non si parla anche se gli incendi agli esercizi commerciali si verificano con regolarità. In molte zone del nord malavita e omertà si mescolano senza che il 416 bis, il reato di associazione a delinquere di stampo mafioso, trovi applicazione. Non ci sono condanne in Emilia-Romagna, anche se la ndrangheta è radicata. Neanche in Liguria, dove nel marzo scorso il Comune di Bordighera è stato sciolto per il rischio di infiltrazioni. In Lombardia, invece, l’associazione mafiosa è perseguita dal 1999 e circa cento persone sono state arrestate o denunciate nel 2010. Nel Varesotto è proprio l’incriminazione dei “Bad Boys” di Lonate Pozzolo per 416 bis a confermare come la criminalità organizzata si sia infiltrata nell’economia e nel tessuto sociale. Gli adulti tacciono, i giovani però no, ed è questa la novità dell’antimafia che germoglia al nord.

The only information provided by Romanian government concerning the nuclear plant dates a few days after the tragedy in Fukushima. The government entity that manages and administrates the nuclear plant believes the population is not to be taken into consideration, not even now that a third and a fourth reactor are to be built. According to Wikileaks, Americans too show their worry over the Cernavoda nuclear plant. The battle for more transparency in the post-soviet country is fought here too.
ita La città di Cernavoda è cresciuta intorno alla centrale nucleare avviata da Nicolae Ceauscescu nel 1996. L'unica comunicazione ai cittadini è contenuta in un foglio, diffuso all'indomani della tragedia di Fukushima. Nella gestione del nucleare la rivoluzione che ha rovesciato il comunismo non ha lasciato tracce. L'ente statale che amministra la centrale non considera i cittadini parte in causa, nemmeno ora che si parla di sviluppare il terzo e quarto reattore. Secondo quanto svelato da Wikileaks anche gli statunitesi si interrogano sul livello si sicurezza della centrale. A cominciare dalle misure previste in caso di incidente, ma per alcuni è a rischio la salute pubblica. La battaglia per la trasparenza nel paese post comunista comincia anche da qui.

L'anno zero dell'antimafia
eng Organised crime is perceived in EU member states as a far away problem, a folkloristic aspect at times. Such conception however is in contrast with the real phenomenon, where organised crime has undoubtedly infiltrated large sections of European markets. The Italian antimafia could play a significant role in Europe - starting from a mere definition of organised crime, as much as Europe can guide Italy in its fight. Conventions, for instance, could be a good starting point. Such as the one that facilitates collaborations between European prosecutors which awaits Italy's signature since 11 years.
ita La mafia negli altri stati europei è percepita come un rischio lontano, a tratti folcloristico. Un approccio che contrasta con la pervasività degli investimenti mafiosi, che hanno ormai conquistato intere fette di mercato europeo. Se l'antimafia italiana puo' insegnare molto all' Europa, a partire da una definizione condivisa di “mafia”, l’Europa può insegnare altrettanto all’ Italia. Le convenzioni forniscono intanto strumenti utili. Come quella che snellisce la collaborazione tra magistrati europei, ma aspetta da 11 anni la firma dell'Italia.
